Operational Commanders

Detective Chief Superintendent Helen Collins

Detective Chief Superintendent Helen Collins

Helen Collins joined the Force in 1989, based at Weybridge. During her time at Surrey she has worked across the Force area in a variety of roles, but has spent a large proportion of her career as a detective. This has included roles as Senior Investigating Officer within the Major Crime Investigation Team and Detective Chief Inspector within the Public Protection Strategy Unit.

Helen was promoted to Superintendent Operations at West Surrey in 2007, before taking over responsibility for Neighbourhood Policing in June 2008. Later that year she was promoted to Chief Superintendent and Divisional Commander of West Surrey.

As the Chief Superintendent in charge of the Investigations Command Helen's aims are to provide a professional, ethical and resilient service to the residents and visitors to Surrey, ensuring that the Command is a centre of excellence for the investigation of crime.


Chief Superintendent Gavin Stephens

Chief Superintendent Gavin Stephens

After graduating from Cambridge University in 1993, Gavin initially joined Cambridgeshire Constabulary before transferring to Surrey Police in 1996. He worked in a variety of roles in the East of the county, including a role as Neighbourhood Inspector for Tandridge Borough.

Gavin then left the Force to head the National Reassurance Policing Programme, handling the transition to the National Neighbourhood Policing Programme.

He returned to Surrey Police in 2005 as Detective Superintendent responsible for tackling Serious and Organised Crime through proactive and undercover policing operations. Gavin was promoted to Detective Chief Superintendent for Professional Standards in November 2008, which included responsibility for improving customer service, organisational learning and leadership.

In addition to his role in Surrey Gavin works with the National Policing Improvement Agency to produce guidance for the Police Service.

In his role as Chief Superintendent for Neighbourhoods Gavin aims to improve the quality of the Force's engagement with the community to ensure Surrey Police works on what matters most to people. He also aims to improve the way the Force works with partner agencies to find long-term solutions to difficult problems such as anti-social behaviour.


Chief Superintendent Charlie Doyle

Chief Superintendent Charlie Doyle

Charlie joined Surrey Police in 1988 and has worked across the county in a variety of uniformed operational policing roles.

In 1993 he was posted to Guildford on promotion as a patrol sergeant. This was followed in 1995 by custody duties at Woking, then patrol duties at Elmbridge.

In 1998 Charlie was promoted to Inspector at Woking and then to Chief Inspector for the North West area of Surrey in 2002.

He was promoted to Superintendent responsible for co-ordinating Neighbourhood Policing in 2005, before taking on the role of Superintendent Operations in North Surrey two years later. Prior to taking up his current role Charlie was Divisional Commander for East Surrey

As Chief Superintendent in charge of Response, Charlie's key aims are to keep people safe and secure by dealing with the things that matter the most to them at the earliest opportunity, including tackling anti-social behaviour and targeting crime and disorder.

T/Detective Chief Superintendent Tasking & Co-ordination Dave Leeney

Dave initially joined Sussex Police in 1986 where he worked as a Police Constable for three years before joining CID at Brighton to start his career as a detective.

He was promoted to Detective Sergeant in 1992, specialising in Child Protection, followed in 2000 by promotion to Detective Inspector, heading up the Covert Operations Unit and then the Force Drug Squad.

On promotion to Detective Chief Inspector he worked first as the force's Deputy Director of Intelligence, then as Divisional Crime Manager at Crawley and subsequently as District Commander for Crawley Borough.

Dave transferred to Surrey Police in 2005 and was promoted to Superintendent, heading up Operational Communications. Eighteen months later as Detective Superintendent he took over the role of Head of the Professional Standards Department. This was followed in 2008 as Temporary Detective Chief Superintendent leading the Force's Protective Services Department.
